
The new manual for the EDULINK II Call for Proposals 2012 is available for downloading.
The manual provides an overview of the 2012 call for proposals with useful pointers to understanding the guidelines as well as the application and evaluation procedures.
The manual highlights the important differences of the EDULINK II programme compared to previous calls and gives guidance to where you may be able to find further information of relevance. This includes information on the identified thematic areas and official ACP-EU co-operation policies in the field of higher education as well as the country and regional strategy papers of the 10th EDF. Links to relevant EC manuals are also provided.
Please note that this manual does not replace the “Guidelines for Applicants” and should only be read as complementary information to the ‘Guidelines for Applicants’ for the EDULINK II call for proposals. We recommend that you familiarise yourself completely with the Guidelines for Applicants and the Application forms.
The manual cannot and does not attempt to answer all the questions applicants may have. Many questions referring to the guidelines and application process may be addressed through the Frequently Asked Questions (FAQs) published on the EDULINK Website.
In addition we strongly recommend that you study and acquaint yourselves with the European Commission’s Practical Guide to Contract Procedures for EU External Actions (PRAG) especially the section on grants, as the primary and sole working tool explaining the procedures applying to all EU external aid contracts financed from the European Union general budget (Budget) and the 10th European Development Fund (EDF).
This Manual has been prepared by the EDULINK Programme Management Unit (PMU), which has sole responsibility for its contents. It can in no way be taken to reflect the views of the ACP Secretariat or the European Union. In case of discrepancies between information given in this Manual and in the Guidelines for Applicants, the English version of the latter is the binding document.
